Countryside Properties illegal flyposting returns

"Flyposted’ boards advertising Countryside Properties have returned to Rochdale’s lampposts.
Flyposting is the term used for unauthorised display of advertisements on street furniture. It can be unsightly and may also cause a visual obstruction to pedestrians and motorists alike.
Concerns were first raised last year about the dangers caused by illegal flyposting beside busy roads in Rochdale:

As a result, Rochdale Council confirmed a clampdown on the unlawful advertising. The Countryside Properties boards were removed within days but it is not known if fixed penalty notices were issued.
Earlier this year, flyposted Countryside Properties advertising boards were quickly removed from Manchester Road in Castleton.
Last week saw a return to flyposted advertising for the property company who publishes an annual Environmental, Social and Ethical Report. Countryside Properties’ name and logo can be seen whilst driving along the busy Edinburgh Way towards Queensway.
Fly-posting is an offence under section 224(3) of the Town and Country Planning Act 1990 and the Highways Act 1980 making it a criminal offence to display an advertisement in contravention of regulations. Advertisers can be fined up to £2,500 on conviction for this offence and in the case of a continuing offence £250 per day after a conviction.
The Anti-social Behaviour Act 2003 allows Police Community Support Officers and those persons accredited under the community safety scheme to issue penalty notices to the individual who physically puts the fly-poster up.
On its website, Rochdale Council state:
"We take flyposting seriously and aim to remove such advertisements and pass the costs of the removal on to the advertisers. This unlawful advertising is an offence and we will issue a £75 fixed penalty notice to all offenders".
